Flood affected women of south Punjab come together to make their voices heard

Bedari has been implementing a project ‘Supporting Women’s Post-Disaster Recovery and Participation’ in districts of Muzaffargarh and Rajanpur with financial support from Universalist Unitarian Services Committee (UUSC). On 25th May 2011, it brought together over 300 flood affected women from both the districts to share their problems and make their voices heard.

It provided them a platform to share their concerns, interact with other NGOs and government departments providing various services to the flood affected communities, and make consolidated collective demands from the district administration and policy makers.

The assembly was a day-long event attended by civil society representatives including Mr. Waqar Khan and Mr. Fahad Iqbal from Save the Children, Mr. Zafar Iqbal from NGO World, and Ms Umme Kalsoom from Sycope. Other participants included local political leaders, media persons, and government functionaries including Mr. Tariq Chaudhary from Gender Reforms Action Plan, and Mr. Azhar Baloch, District Risk Manager, National Disaster Management Authority. The event began with a plenary, then the participants were divided into three groups for group work, and the outcome of the group work was shared in a plenary session at the end. Theater performances were also held to share the issues/problems women faced right after the flood.

The three groups focused on the following issues:

  • Violence against Women in the Aftermath of Floods
  • Education after the Floods
  • Livelihood Opportunities for Women

Following were the general findings and recommendations of the three groups:

1.Violations of women’s rights have seen a substantial increase since the floods. Less girls are able to go to school, the trend of early marriages (though it existed in the society before floods) has increased due to increased poverty. As parents do not have proper houses, they feel that marriage would provide protection to their girls.

2.Health facilities are almost non-existent. Many women die because of pregnancy related complications as they have no access to family planning and health services.

3.Girls’ education is not a priority, neither of the parents, nor of the society or the government. There are very few functional schools for girls.

4.Women especially young girls were seriously upset with the conditions of their schools, and demanded that all the facilities be provided in their schools including drinking water, toilets, boundary walls, and above all sufficient teaching staff.

5.Livelihood was the most important concern of all the women. Their demands included vocational training centers, small scale grants for starting small businesses and provision of goats, poultry, buffaloes and cows to women, so that they could contribute in the family income as they did before the floods struck.

Further details of the Women’s Assembly would be shared in a separate report by Bedari. The report would be disseminated widely among non-government as well as government agencies.
